Thought of Islamic Brain Drain Circulation

This August 9th-16th, The Union of NGO’s of The Islamic World (UNIW) held the 2nd meeting of Youth Summer Gathering in Turki. The meeting beforehand was discussed various problems of the Islamic world, such as the Palestinian tragedy, Afghanistan and Iraq’s war, etc. Rumours that were promoted were the defence of the Muslim world to respond it as the form of an obligation of one ummah, not only a form of solidarity.

Further, as a form of progress in Youth Muslim international meetings, apparently in this 2nd Youth Summer Gathering, we would like to proposed this discussions to be more focussed on efforts to developed Islamic civilization systematically, that is departing from maximizing one the greatest Muslim internal resources; The Youth.

In our opinion, the basic problem of the Islamic world nowadays was the unplanned and unsystematically use of Muslim internal resources. The resources such as oil, mining, land, ocean, number of Muslim’s population, scholars, knowledge, etc, were unconnected in resurgence plan of the Muslim world, especially youth resources.

The youth is assets in today and the future that was owned by each nation and civilization. We hope that all organisations that assembled the NGO of Islamic world could organize the youth in a strategic plan that could accelerating the potential of youth Muslim leadership until achieving their maturity.

At least there are three strategic resources of the Islamic World that has not optimum yet. First, natural resources that overflowed. The Islamic world not only in the Middle East that was rich in oil, but also in various wide countries have the potential for the mainland and their ocean. Secondly, human resources that developed and grew faster than other group. Muslims are more than 1/5 of human population in the world. Unfortunately, the development of these human resources did not have the positive balance. The existence of the social and welfare gap in Muslim countries was one of its indicators. And, the third, brain resources, intellectual Muslim resources that were ignored.

In our humble opinion, the basic problem of the resources was smart brain resources. The Islamic awareness at this time been equitable enough to be felt by various circles in a heterogenous manner entity—not only that have a background syari’ah department. They who had the yard of the public's edication also have had the Islamic awareness through various Islami good deed activities. The Islamic awareness that multi this entity was the Islamic potential brain drain. They the smart person, professional, and had the ideological awareness concerning Islamic. Here afterwards the importance was pushed by the occurrence of the circulation of this smart young colaboration in the Islamic good deed that was more progressive (Islamic Brain Drain Circulation).

The idea of brain drain inspired by what was experienced by India. In India, many smart people left his country to work and increase the foreign country, and so India experienced the serious crisis resulting from the lack of smart people in the country. However after being applied by the policy of bureaucracy reform, the development of the infrastructure, the sharpening benchmark the country, arousing pay facilities and various ease that became the attraction of Indian expatriates overseas back to domestic him. Before they came home to India, they were people who had competence, the network, and now after 30 Indian length years just inhaled the fresh wind the resurgence of his country as the second superpower in Asia after China.

That was meant by Islamic Brain Drain Circulation to be draining smart people of Muslim among Islamic world countries. Resources take the form of brain drain already during him was managed systematically and in an integrated manner in resurgence planning of the Islamic world. Smart people had the smart trend individually, because that when being allowed to become the individualist. But when being organized, that was formed not the competition but synergy. This synergy had two forms, that is, firstly, synergy among the smart young personally. Secondly was synergy between his academic intelligence command and leadership and bounced enterpreneur him through the field command (ma’rifatul maidan). The two forms of this synergy will give birth to the young that intellect, had high moral standards, and had a quality the leader.

The smart Muslim young (Islamic brain drain) this was supreme resources that were very potential to be integrated, at first was organized was based on competence. Possibly in the future will be formed by the medical association of Muslim, the Muslim economist, the Muslim businessman, that all of it was based on the young man. The social networking was based on this competence will be better with directly meeting system in order to be able to carry out the action real that could be felt directly by the community generally and the Islamic world in especially.

The Islamic Brain Drain Circulation idea could refresh the passion of the young's intellectual that lately tended pragmatic. Because of that the government was very opportune to be able to stimulate the potential brain drain this Muslim young, at least by giving the scholarship opportunity, the short course, and the exchange of the Muslim young man in the international environment that was assembled in the Organization of the Islamic Conference (OIC).
The Islamic Brain Drain Circulation idea also was the progressive idea that was more realistic to develop the integration of the Islamic world (Islamic integration). However spoke the integration of the Islamic world will be far more productive to involve the young man as assets of the future of group's leadership in the period that will come. Allohu a’lam.
